Why Otto Steward exists

A place can look complete while the work sustaining it disappears from view. Otto Steward is a working proposal for making maintenance, housekeeping, care coordination and recurring responsibilities visible and funded.

Every asset has a next responsibility

Connect an asset register with inspections, service intervals, spares, incidents and a named accountable person. Plan the cost of renewal while the asset is still working.

Protect the less visible work

Give continuing care and prevention time, pay and a reviewable record. Keep overdue duties visible with the support needed to resolve them. Accounts from affected people can reveal gaps that completed-task totals miss; they do not settle how long-term impact should be scored.

Fund the work before adding more

Connect the care roster, maintenance plan and renewal reserve to recurring income or committed support. State any funding or staffing gap. Communities should agree who can delay expansion when it would deepen that gap, how affected people can challenge the decision and what must change before work resumes.
