A willing group can still stall because nobody knows what is missing or who will care for the result. Manifest brings needs, contributions and recurring obligations into a common picture, including the people, resources and funding still required.
Tusita might need land access, a water system, trained operators and continuing maintenance. Manifest’s role is to connect those needs with what people offer and record what was contributed. The same picture can include software, equipment, time and continuing support.
Manifest connects needs and contributions. SOS Systems defines how their impact is recognised in governance. This keeps the record of what happened distinct from the judgment about what it made possible.
The proposed record includes recurring duties, responsible people, due dates, required skills and the budget or support behind each obligation. Deferred care and maintenance remain visible until resolved. Communities can use that picture to fund existing responsibilities and assess whether expansion would overextend them.
A missing resource can become a proposal to buy, lease, borrow or share it. The plan should compare options, name a budget and reviewer, and record delivery, legal ownership, custody and access separately. Equipment, compute, land and research each need suitable terms. Maintenance, renewal and the community’s way to govern use belong in that same plan.
