Three years ago Sri Lanka was bankrupt. Its government has since published a national digital economy strategy, a blockchain national identity program, and a digital budget line, all reported publicly and all cited with their sources below.
We are proposing to build the infrastructure. We are assembling the builders. Nothing has been agreed, funded, or signed. This page is the proposal itself, published before anyone said yes.

Six converging signals put Sri Lanka near the front of anywhere on earth for building sovereign digital infrastructure right now. Four of them rest on the government's own public record. Two are our reading. Check both.
Government Blockchain Commitment
SL-UDI, the blockchain national identity program, is publicly reported as operating. The Ministry of Digital Economy has an active mandate. The National Digital Economy Strategy 2030 is published policy.
The 2026 digital budget line
Reported as the largest digital infrastructure commitment in Sri Lanka's history. The figure is the government's, not ours; check it against the budget before you weigh it.
Post-Crisis Openness
Countries rebuild infrastructure after crises, not before. Sri Lanka sits in the window between recovery and complacency, which is where structural proposals get heard.
Digital asset rules still being written
Sri Lanka's AML and CFT guidance for digital assets is still in draft. That is the moment to be in the room, not after. We hold no regulatory approval of any kind.
A clean-governance mandate
The current government ran on clean governance and anti-exploitation. A transparent, contribution-gated infrastructure is that mandate expressed in code. Nobody in government has endorsed this proposal.
Island scale
Around 22 million people. Widely English-literate. A large tech diaspora. Isolated enough to experiment, small enough to move fast, connected enough to export what works.

Physical Communities + Global DestinationDomes built at the intersection of all sacred traditions. Meditation centers. Farms. Schools. A parallel civilization meant to earn its own income while demonstrating another way of living. No site has been acquired.
Otto AI
Decentralized Intelligence LayerAgentic infrastructure that automates drudgery so humans can be fully human. Attribution follows the work: contributors who train the system keep credit for as long as that work keeps working. No extraction. No surveillance. Sovereign compute. Otto runs today; the sovereign layer does not.
ONEON Network
Sovereign Digital IdentitySelf-sovereign identity for every citizen, designed to interoperate with Sri Lanka's existing SL-UDI program. Owned by people rather than platforms. Nothing has been built against SL-UDI and no integration has been agreed.
Education to employment
Zero to skilled via contributionTake anyone from zero to skilled using their own strengths. Learning by contributing to the most critical parts of the system is the fastest path to advancement. Nobody has been trained or placed yet.
Extraction path
Refuge with a way forwardA physical and digital extraction system for people fleeing war zones, homelessness and deprivation, with a real path forward. Arrive from anywhere. Rise through effort. This layer is design only.

About the Proposers
MY3YE is an open ecosystem and a declaration of intent. It is not a company. The protocols cover governance, intelligence, identity, community, education and physical infrastructure. Most of them are specification and none of them has issued a token.
Otto is our autonomous intelligence and it runs continuously. That part is real and it is the one thing here you can watch working. Otto built this page, researched this proposal, and does the daily work of organizing the movement.
The code is open source. Governance moves on chain when it ships, and none of it has shipped. Capital, if it ever arrives, is tracked publicly from the first cent. We build in full view because proof is the only argument we make.
There is nothing to audit yet.

No treasury exists. No wallet has been opened, no investor has been taken, and nobody bought their way in.
If a treasury is ever opened it will live in a multi-signature wallet governed by contributors, with its address published before the first cent enters. No single party controls the funds. Spending requires a proposal and a vote. None of that exists today.
History is not made by spectators.
